The rate sheet tells you what the system can actually support
Texas publishes foster care reimbursement information and ties its current approach to the Texas Child-Centered Care framework. The minimum daily reimbursement rates for foster families vary by service level, and the 2025 T3C System Blueprint describes service packages, add-on services, and rate methodology.
Why this matters
Rate design affects whether providers can stay open, whether foster families feel supported, and whether high-needs youth can be served in less restrictive settings. In other words, rates are not separate from care quality. They are one of the conditions that make care possible or unstable.
